Can body fat percentage change without weight changing?

Yes. Body recomposition - gaining muscle while losing fat simultaneously - keeps weight stable but changes composition. A woman doing strength training might stay at 60kg but reduce body fat from 32% to 27% while adding 3kg of muscle and losing 3kg of fat. This is why the scale is an incomplete health metric - body composition matters more.

Which is more important - BMI or body fat percentage?

Body fat percentage is more meaningful than BMI for health assessment. BMI cannot distinguish muscle from fat - a muscular woman at 5'5" and 65kg would show a high BMI of 24 but could have an excellent 22% body fat.
