Is ITBI the same everywhere in Brazil?
No. ITBI is a municipal tax and each city sets its own rate. São Paulo charges 3%, Rio de Janeiro 2%, Curitiba 2.7%, Salvador 3%, Fortaleza 2%. Some smaller cities charge as little as 2%.
Is there an ITBI exemption for first-time home buyers?
Some municipalities offer partial exemptions for first-time home purchases under Minha Casa Minha Vida program. São Paulo exempts ITBI on properties up to R$180,000 for first-time buyers financed by SFH.
